This article outlines the steps on how you can add permissions to a site.
1 . Click "Admin"
2. Click 'SharePoint' under Admin Centre
3. Click ‘Active sites’
4. Search for Sites
5. Click on site URL
6. Click on the gear icon in the top left and select 'Site permissions'
7. Click 'Advanced permissions settings'.
8. Click the site 'Members' option\
9. Click 'New' and select 'Add users to this group'
